Important Change to Kentucky eForms Submission Process [UPDATE]

In a previous blog post, I discussed how future submissions made through the Kentucky Department for Environmental Protection (DEP) eForms website will require the facility contact to create a Kentucky One Stop Business Portal (KyBOS) account. Initially, the requirement to create an account was scheduled to take effect on January 13, 2017. However, implementation of a new reporting system with new registration procedures so close to the Division for Air Quality’s (DAQ) January 30th reporting deadline threatened to cause a significant number of confusion. As a result, DEP has delayed the requirement to create a KyBOS account until February 7, 2017.
The changes to be implemented remain the same; only the date they take effect will change. Therefore, facility contacts responsible for certifying an application or the DAQ semi-annual monitoring report in July 2017 will need to create an account, even if they plan to have a consultant or subordinate submit the report on their behalf. For those who have used NetDMR to submit Discharge Monitoring Reports to the Division of Water (DOW), the general process to create an account, verify the contact’s identify, and delegate responsibility to an authorized user will be similar to the KyBOS system.
DEP has prepared a list of eForms that will be impacted by these changes. Agencies with affected eForms include DAQ, DOW, the Division of Compliance Assistance (DCA), and the Division of Waste Management (DWM).
