On March 9, 2018, the Kentucky Division for Air Quality (DAQ) mailed notification letters to permitted sources that are required to complete a 2017 Emission Inventory Survey (EIS). Notification was also sent by email to the facility contact listed in DAQ’s database. The EIS contains a list of permitted operations and emission factors that allows DAQ to calculate actual emissions from each facility for calendar year 2017. The EIS must be completed using the online DAQ Web Survey.  The deadline for submission of the EIS was originally listed as April 11, 2018. However, the deadline has been revised and is now April 132018.

Once the registered user has logged into the DAQ Web Survey, the annual throughput for each operation should be entered as appropriate, and any necessary changes to the operating schedule, stack information, and contact information should be made. According to instructions provided by DAQ, all emissions from the facility, including emissions from startups, shutdowns, or malfunctions, should be accounted for in the web survey.
